Namco have referred to Leo as both a he and a she in different places, even in-game. It seems they're leaving it purposely ambiguous. No one knows for sure, that doesn't keep them from "claiming" it's a girl as a pathetic excuse to cover up their own preferences. Final Fantasy fans do the same thing.

What is Leo's gender? In TTT2 Leo had a swim suit with a bra and other feminine ware that gave me the impression this character was a female. In Tekken 7 Leo has a facial hair option and no preset costumes like the rest of the characters do so I don't have hints to go by like in TTT2. Not saying women aren't allowed to have facial hair.

Leo was designed to be female originally. Full first name is Eleonore which is considered a womans name. Harada and Murry also revealed Leo's intended gender at an event.

Leo has no sex and was originally a gender ambiguous character. In their Tekken 6 prologue, Leo wasn't referred to as only "Leo" not "he" or "she" and tbh they should have continued on with that. And here:
